The Windows XP Embedded operating system is available in two language versions (originally three) and country-specific keyboard layouts for the Panel PC devices. The country-specific keyboard layout can be selected for each program separately (see also comment below).
Language set 1 (WINXPE-LNG-Set1) contains the following languages:

Within language set 3 different keyboard layouts are supported for the virtual keyboard, as follows:

•Chinese QWERTY and Pinyin (via additional IME soft keyboards) |

If you want to switch your Panel PC to another language, this is only possible via the "System control" of the operating system. Changing the language via the language bar will only affect the program active at the time.
Please note that this is an inherent function of the Windows operating system and not an error.!
